As usual you need to enable HDR to get enb to work. Of course you need oblivion enb .181 which is the only that works with anything. (i like wrapper version)
What you should do: Find blurshaders in oblivion.ini and downgrade some values to like 0.95000 or 1.00-- ..You get what i mean. Your shaderless game might be a bit dark
but let ENB handle the lights. This preset can be modified further by changing the fire options.
